INDUSTRIAL SCHOOL FOR GIRLS

My mother, Janice Huggins, was born in 1936 in Moundsville and had an unhappy youth.  When she was a teenager, her father, Orville, had her put into the School because she was a Truant.  Years later, Mom married Dad and she cut herself off from her family.

Mom rarely spoke about her childhood - mostly only when I pushed her.  A few times, she mentioned being at the School but didn't provide much detail.

She died in 2004.  I found a handful of photos of her as a teen.  Some had writing on the back of the pictures, such as "Silver Hill" or names of people. 

I would appreciate any help in identifying people or even the year (if possible) when the pictures were taken.  Mom would have been 15 years in the fall of 1950 - did West Virginia teens attend High School from ages 14-18 back in the 1950s?  Did the School have a minimum age before they would take a child, such as 16?
